KNOXVILLE — Populus, the industry-leading platform for cities to manage transportation and mobility services, announced an agreement with the City of Knoxville to provide its robust mobility management platform to the city. The Populus platform is the solution of choice for more than 80 cities around the world to securely receive data from shared mobility operators and to digitally manage new mobility, curb, and street policies. Knoxville launched its first scooter program in 2019 with micro-mobility company Zagster operating the program with Spin scooters. In 2020, the city added new operators Link/Superpedestrian and Veoride. Currently, each operator manages 250 scooters within the city.

Under the agreement, Populus will provide Knoxville with access to its secure Mobility Manager platform. Knoxville will gain the ability to validate operator data, monitor real-time vehicle movements, create, communicate, and track compliance with policies, and analyze routes for planning. The city will also be able to evaluate program performance across multiple metrics, including vehicle utilization, fleet distribution, and accessibility, and leverage trip data to inform infrastructure investment decisions. Prior to procuring Populus, the city relied on operator-generated monthly reports in multiple spreadsheets to evaluate the program.

“Working with Populus is a great opportunity to make sure we are able to effectively notice and quickly address issues with our micro-mobility operators,” said Carter Hall, Policy and Business Innovation Lead for the City of Knoxville. “Populus is also a fantastic tool for the City to get insights on how programs are going, and what policy changes may be needed to make sure residents have access to a reliable, safe mobility option. Their team has really leaned in to helping Knoxville use data to improve our mobility program in the short and long term.”
