City Identifies Market Square as a Designated Outdoor Refreshment Area

The City of Knoxville is launching a pilot program to identify the Market Square area as a Designated Outdoor Refreshment Area or DORA.

Businesses that complete the application process will be able to sell beer, wine and alcoholic beverages that can be taken outside into the designated zone.

“I am excited to be able to offer this new option here in Knoxville,” said Mayor Indya Kincannon. “Businesses, residents and visitors have been asking for this for some time, and these new Designated Outdoor Refreshment Areas will only enhance the downtown experience.”

This trial initiative follows successful models currently operating in other cities. If the pilot program goes well, the City could explore additional DORAs in the future.

Here is a brief overview of what customers can expect:

• Those 21 years-old or older can purchase beer, wine, and alcohol from approved restaurants and bars

• Beverages must be served in a can or DORA approved cup with required DORA identification

• Customers can take a DORA beverage into the designated area, but cannot take a DORA beverage into another establishment

• Maps and signage will let customers know when they are entering/leaving the DORA Zone

• All DORA beverages and cups must be emptied and thrown away before leaving the DORA

• DORA hours are 10 a.m. - 10 p.m.

It is important to note, that at the same time the City is implementing the Market Square DORA, which has already been approved by the state, City Council is getting ready to consider a similar concept around the Multiuse Stadium located at 500 E. Jackson Avenue.

The State of Tennessee has approved and applied a special designation to the multiuse stadium, which essentially allows beer, wine, and alcohol to be sold by approved establishments and then taken into the immediate adjacent areas. This designation requires City Council approval of the geographic area and general plan for the multiuse stadium.

Pending Council approval, both DORAS could go into effect in mid-July.
