It is unacceptable that a state-sanctioned procedure intended to be swift and humane devolved into a prolonged ordeal, causing unnecessary suffering.

Moreover, this case raises profound questions beyond the immediate medical difficulties. Carruthers was convicted primarily on testimonial evidence, with no physical proof directly linking him to the crimes. In matters involving the irreversible penalty of death, the utmost caution must be exercised to ensure that justice is truly served and that wrongful executions are prevented at all costs.

Medical personnel quickly established a primary IV line; however, the team was unable to immediately establish a backup line pursuant to the lethal injection execution protocol.

The Tennessee Department of Corrections claims the team continued to follow the protocol, but could not find another suitable vein. The team attempted to insert a central line pursuant to the protocol, but the procedure was unsuccessful. The execution was then called off.

By granting a one-year reprieve, Governor Lee is not only addressing the practical failures witnessed during the execution attempt but also providing critical time to review the fairness and integrity of this conviction.
